Antecedentes El Gobierno presidido por Luis José Sartorius Tapia (19-IX-1853—17-VII-1854), conde de San Luis, quedó totalmente desacreditado a finales de 1853, cuando los escándalos de las concesiones de contratos ferroviarios provocaron un conflicto entre las Cortes y el Ejecutivo.
